TaikTalk Fibre 35 contract ending 13th October, planning on changing provider

I had an email from TalkTalk on 16th September saying my contract ends on 13th October where I can renew with them before then for 24 months for £24.00 a month (currently paying £24.00 a month) or I can go out of contract but will pay £31.96 a month.

In the email it says: "After your contract ends, you can change to another provider without any early termination charges, or you can stay on your existing service. If you decide to leave before then, please contact us as we require 30 days’ notice".
On their website, it says there's a charge of £10.20 per month for leaving your contract early, but it doesn't say anything about if you leave with less than a month or less than 1 or 2 weeks left of your contract.

I know when it comes to changing your electricity and gas provider, you can change provider within a certain number of days of your contract ending without paying any exit fees.

Can you do this with Phone and Broadband in changing provider within a certain number of days before your contract ends or set the wheels in motion of changing provider so that your change to the new provider changes on the day or a few days before your current providers' contract ends? (13th October in my case).

I am thinking of switching either to Shell Energy Superfast Fibre 38MB or Vodafone Superfast 2 67MB (though deal for this ends 30th September).
What would be the earliest date I could start my switch without paying early exit fees if I do have to pay early exit fees even if my switch happened a day before 13th October?
Or will I have to wait until 13th October to sign up to a new provider and have to stay with TalkTalk out of contract until my switch completes usually about 10-14 days after I signed up to the new provider?

Hope someone can advise me on this.

    You can move provider whenever you like subject to early exit fees which are usually pro-rated to the original end date, so by this time it's going to be at most a month, or on your figures £10.20.  The date when fees stop being applied is the date you agreed to, so every passing day it's going to diminish - in your case by 34p a day.

    You can't always specify a specific date so it may be better to wait until about 10 days before the date listed and then pick somebody else.  If you do roll over your internet won't terminate until you move, but you'd get a pro-rata refund later though you always pay in advance for this service.

    So for example if your contract ends on the 1st and you pay (for argument's sake) £30 a month but you move on the 10th, you pay £30 but you get a pro-rata refund of £20.
