Op - those Police Officers almost certainly will have already had a long shift and be off late with booking in the various seized exhibits, it's not their place to clean up the house on top, nor is it legally your house at this time given you have unlawfully evicted your tenants.
Any mess left by the Police in the course of their duties is unfortunate, but essentially tough luck. They are required to where possible avoid causing additional damage or unnecessary mess, but when dealing with a Cannabis farm that is an impossibility.
Unless you can show the officers deliberately caused undue mess, you ll likely be politely told your complaint is going no where, and if the SGT dealing with it is on the ball, they ll also point out to you that legally it is not your home currently but infact the tenants, so if there is to be a complaint made about the state the property was left in, it will have to come from your tenants. In such circumstances I m sure the officers will be more than willing to meet the tenants face to face to... discuss the complaint.
Just be glad you found the farm now before it caused further structural damage, or before the police raided it, putting the front door in, destroying the frame & damaging the surrounding brick work - a bill which you would then have to foot.
