Regarding police promises, they ensured me again and again they would clean up everything as we were shaking to find out what was going on in my house.
I would not take the Police saying they'd clean up and not as a broken promise.  It is entirely understandable that you were totally shaken up by the experience but, in that moment, may also have interpreted something more than was meant from the comments made.

Police officers cutting plants and shoving them into bags making some unavoidable mess being asked if they're going to clear up the mess. Officers agreeing to clean up the mess they're making, op presuming this means the loft will be cleared entirely.

This was my first thought, but he does suggest in the first post that the police spread the soil through the house  ("The police came and ransacked my house during the operations. Now soils are everywhere.")  and didn't even clean that up.  I am not sure if I would expect them to.

Yes, that's what was happening. The police unfortunately made a mess of my house in their operations.

Am still waiting for a call from the insurance adjuster. Can I start cleaning my house now? My insurance advised me not to touch anything before the loss adjuster visited to my property.

They might not. But these things are negotiable. Insurers aren't judge and jury.
