What should be happening is credit it all to account, reduce DD's by same amount.The government consulted the energy companies on the scheme proposals - several energy companies pointed out that changing everyone's DD's would involved in a lot of (expensive) admin work. Others said that if DD's were reviewed for the six-months of Winter, it could create perverse cases where people's DD's increased, even allowing for the £66/£67 reduction.There are reasons why the scheme has been designed with this flexibility, although this isn't necessarily obvious to people who haven't read the full consultation response document.1 -
