Sim only deals without being online

Hello There, I am looking for deals not based online, so that you can get a good deal without having to have an online account. Looking for a relative which cannot use the internet and has an expensive pay as your go Sim as a result.

    off top of my head, I recall that even where they allow it, providers mostly  charge extra for sending paper bills. How close a relative - could you set it up in your name with their bank details (or arrange for them to pay you each month?)

    what phone does your relative have ? you do not need to go 'online' to run a sim - i am with three and never need to access my account. If i did i would use their app.
