Whatever you do... don't tick anything that says who or you was the driver. It's not rocket science, use the exact wording as advised.2

You just appeal as keeper, in the way the PCN says.
I doubt that was by email to "Heathrow drop off general enquiries" which is all you seem to have done so far? i.e. unless this IS a stated method on the back if the PCN, so far you haven't appealed.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you read your NtK, it should tell you how long you should allow for a response. Stop worrying. If you've used the wording as advised and not identified the driver, you will get a letter telling you that they forgive you just this once out of the kindness of their hearts and not be a naughty person in future as they need your money to fund their expensive, multi-million pound lifestyle.
They rely on the low-hanging fruit on the gullible tree to admit who was driving or others to poop their pants at their idle threats and pay up. No one who comes on here pays APCOA.2 -

Outcome:Thank you for your recent correspondence in relation to the above-mentioned Parking Charge Notice.In your appeal you have explained that you are the registered keeper of the vehicle and declined the invitation to provide us with the full name and address of the driver.On this occasion, we will waiver this PCN as a goodwill gesture, but must inform you that the terms and conditions in this location advise the driver that they must pay for each visit to the site. Signage is displayed at the approach to this drop off area, along the location and upon exit, advising all motorists that a payment to use the drop off area is required to be made online or by phone. As stated above, the terms and conditions of using the drop-off zones are displayed by way of clear signage. It is the responsibility of the motorist to read and comply with the signage on site.Free parking is available at the long-term car parks should motorists not wish to pay the terminal drop off charge.Yours sincerely,APCOA Customer Support Centre, APCOA Parking (UK) Ltd acting on behalf of Heathrow Airport Limited.
