Trying to get fibre

So two years ago we asked for bt broadband. Openreach disconnected us but there was no room in the cabinet so they left us without anything. This went on for a few weeks for us to insist they put us back onto copper. They then did the same a few weeks later. In May they offered us fibre again, I said I’d think about it because I didn’t trust that we could get it. Was promised they wouldn’t of offered if we couldn’t have it. They emailed a few weeks ago welcoming us to our new fibre essential contract. I rang and said we hadn’t asked for it but they said it’s on going from two years ago. Openreach went to cabinet and according to them have done the switch but we are again left without broadband. They say an engineer needs to come out, but can’t come for two weeks. I’ve asked to go back on to copper in meantime. Which they say they are trying to do a revert. If we can’t get fibre they say we have to go back in to a new copper contract which will cost us £18 more a month at £41. Our old contract was around 30, I did say they haven’t honoured their contract so we should revert back to old price but they say it doesn’t exist! We live in an old property, could it be that an engineer needs to do anything internally to connect us. I did read on a bt site that is what can happen.
