Pre authorisation o hire car

I hired a car in Spain in early August with the usual blocked credit card amount. I don’t take their insurance as I have a policy. 

They returned the blocked amount after a couple of days. After 4 weeks I have been notified of a charge for a stain on a seat, my policy doesn’t cover internal damage. 

I’ve appealed it and am waiting for a response. I’ve also blocked my card and reported it lost so my number will change. 

Question is, will they still be able to access my account to take the money
