    Then this morning another letter from the debt agent with an additional page setup to appear to be a personal letter from the “Legal Manager” (same as this https://forums.moneysavingexpert.com/discussion/6313355/drp-is-this-the-pre-legal-paperwork/p1).

    Good Afternoon,

    Thank you for your email.

    Whilst we appreciate you might not have been driving your vehicle at the time of the visit into the drop off zone, the registered keeper remains liable for any Parking Charge Notices (PCNs) unless there is a valid hire agreement in place. However, if you could provide us with the full name and address of the driver using the procedure below, we can resubmit the notice to them instead.

    To submit an appeal for a Parking Charge Notice, please visit https://heathrowdropoffpcnpayments.apcoa.com/pcnonline/index.php

    Once logged in with your PCN reference number and Vehicle Registration Number (VRN), select “Appeal” at the bottom of the page. From here, you can choose the reason for your challenge.

    Select “I was not the Registered Keeper/Driver at the time of the contravention.”

    You are then presented with a list of options. Next to the option stating, “I was not the driver at the time of alleged contravention,” you have the option to enter the details of the driver in charge of the vehicle.

    From their wording it sounds optional as to whether we disclose the driver or not.

    Anyway, I selected the link and while logging in provides photo evidence there is no option to appeal, simply a message that this has now passed over to debt collection stage.

    Except - Airport land is not relevant land and that reply blatantly lies about keeper liability:

    So, send a copy of this to Sara Roberts at the BPA and copy in the DVLA.  Head it up Formal complaint about APCOA misleading registered keepers that the POFA applies on 'non relevant' land.

    Or you could if you wish, send it to me (redacted of your personal data) and I could include this evidence of misleading keepers about liability, in a complaint about APCOA that I'm about to make about the little game they are running at the Heathrow drop off area.

    Thanks Coupon, please PM me a contact, I'll happily get involved with any broader complaint - II've got no issue with paying for legitimate parking services, however I think the behaviour these companies exhibit is just disgusting.  My mother being a pensioner would've been intimidated and just paid this immediately.

    Worth replying to the email with anything or just ignore from this point on?
