I know you will argue that TV ads don't work and they didn't!! There were TV ads from the 1950s to at least the 1970s, but people still drop litter.
I was brought up not to drop litter, parentally (by example) and by the schools I attended. So if these forms of education are lacking, then it's going to be an uphill struggle.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -

We also had projects at school about it, made posters etc., and my daughter also had the same thing when she was at school. The message gets through to some people so why not everyone?
Some people just don't seem to care. I've seen adults come out of shops and throw wrappers on the floor - any children they have with them obviously think that's acceptable. Learning by example to make a mess.
Maybe schools could do some training again. We could ask Liz Truss about it?(Sorry I don't mean to sound facetious but the government could maybe help and she is the newest broom. Pun intended.)
