NCP PCN issued after 5 weeks

Just received a PCN that was issued almost 5 weeks after the incident.
Found the P&D ticket in my car but had a brain fart on the day and put in my old car registration which was completely different to my current car.
According the BPA, the 28 day timeframe is valid if the letter mentions 'Protection of Freedoms Act 2012' but my letter doesn't.
I've read may be able to appeal based on the registration error but
wondering if i stand better chance of appealing based on the issue
timeframe, or should i mention both issues on appeal?

Does the Notice to Keeper suggest that a PCN was placed on your vehicle's windscreen?

Why was the PDT able issue a ticket for a car that was not in the car park? Seems like a self-inflicted wound by the parking company deliberately penalising people who input an incorrect VRM in their pursuit of money! If the VRM was incorrect, did they offer you the £20 "major keying error" option?2

I haven't appealed yet as only received the notice yesterday. Checking best options.Was just wondering if it's better to point out that the letter was issued 32 days after incident and if that is a reason to invalidate the PCN, or to mention both that and the registration keyed incorrectly in one?0

The DVLA allows a parking company six months to get keeper details from them and their trade association allows them another month to get a Parking Charge Notice to the Keeper.
However, the longer they leave it, the more difficult it is to transfer any driver's liability to a keeper.2 -
I see i thought BPA only gave upto 28 days. Nevermind i'll appeal on the grounds of the 'major keying error' and hoping it's just the admin fee i'm responsible for.

You are handing NCP £20 if you do that.
This is simply appealed as registered keeper.
You can't lose as long as the driver is not identified. You would pay nothing at all.
