Zopa savings - what exactly does "verified account" mean?

Recently opened a Zopa Smart Saver, using the app.. and when doing so, added two linked accounts to use it with. Both of these accounts are with Starling Bank, and I uploaded PDF scans of statements for them to do the verification.

One of the accounts was verified soon after, and I was able to start sending funds over into Zopa. The second account verification though, has simply failed. They won't tell me why (their decision I guess..) .. but there is no reason I can imagine why they would fail to 'verify' a bank account with a certified statement that I have given them with my name and details on it.

What does 'verification' actually mean here, and why might it have failed?

I don't think their staff are particularly competent. If you're sure it's correct (including an exact address match) then just resubmit it and it should work.
