Lidl seem to be proud of their charge point roll out and brag about it at every opportunity, in 2019 they said:“At Lidl, we are committed to tackling the environmental concerns that our customers care most about, whilst giving them access to solutions that will support them in their ambition to lead more sustainable lives. Not only will our customers be able to charge their electric cars in 50 mins – less time than it takes to do a big shop – they will be able to do it for the best price on the market. It is our hope that, through this significant investment, we will enable easier access to charging points, ultimately helping more households switch to electric vehicles.”Lidl announced that 300 Lidl stores will install rapid chargers by 2022.Maybe you should contact their chief development officer (Richard Taylor) who is in charge of this expansion to inform him that their chosen parking "management" company is jeopardising those goals, and Lidl don't seem very dedicated to their ambitious claims!

Thanks for the help!I notice at a couple of Lidl stores I've been to with EV charging points which seem to take ~2hours to 'fill up', yet PE state max stay of 1.5 hours!Kerching, and I'm sure it's a deliberate ploy. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I also added a passage that any signs were after the charging point and none mentioned charging let alone a time limit for it. I added my charge receipt and a redacted statement to show that I was a customer in Lidl on that day.4
