as others have said theres no fixed definition of 'vulnerable' but you could be eligible for some additional support from the government or maybe from your energy company. if you arent sure if you qualify after looking a the links that have been provided then phoning citizens advice can be a good way to talk it thorough with someone who can look up all the different options and help you figure out what your options are.

Maybe the bigger question here is why the OP thinks they may be “vulnerable” in relation to energy supply, and what their hoped for outcome is if they are deemed to be so?From what has been said so far it would appear that the likelihood is that they will not count as such - not “elderly” in todays terms, and presumably due to the lack of benefits qualification not considered disabled either? We are reducing our electric useage as much as possible (£1.85/day at the moment plus DC)
Given the medical conditions listed, if you are not already registered with each of your utility suppliers (gas / electric / water) on their 'Priority Services Register' then you might as well do it. It doesn't open up any special financial help, but in the event of supply problem, then you will get extra support.

@maxmycardagain OP you are a little younger than my wife and I (me - prostrate issues and she - breast cancer ) Electric sounds very similar to me - I've already pruned 1000 kWh of my annual consumption - now 3300 - and targeting another 500 by lots of little bits.
What is your heating ? I hope you were thinking of paraffin as a top up and not a replacement for gas.
PS Further to the title "Are we vulnerable" - were you on the COVID vulnerable list ?Never pay on an estimated bill. Always read and understand your bill0
