    Cancelling a holiday a couple of weeks before travel would normally mean a 100% loss of payment made, so the OP (or their friend) is actually in no worse situation than they would be if the place had gone unfilled.
    Thank you, yes the friend is in no worse a situation and there is a lot more behind the scenes as to why they felt they had to cancel, which is why this particular replacement is an issue too. The main reason for the post was to determine if there was any way to get the cost back and it seems pretty clear from the comments that it wouldn’t be worth pursuing. Thanks again

    there would be a charge to change the name on the booking. the friend who took the place would presumably have paid that.

    I would expect there is a cut off time for when you can make a change to allow the admin to be done so , perhaps 48 hours was the latest the name could be changed.

    The holiday has started today. The fall out of friends happened 2 weeks ago and friend has been looking for a replacement during that time. The lead booker changed the name 2 days ago without telling friend. The replacement was aware of the situation and did not make friend aware either or pay any money. 
    There would be no refund due at this stage from the holiday company.
    Sounds like your friend ran out of time if the name was only changed 2 days ago and the holiday started today, I can see why the leadbooker filled the place, IMO your fried should have accepted whatever was offered as there would have been no refund from the tour operator
