    The "best and safest" is going to be direct from Apple:

    But, I'm afraid, it's certainly never going to be the cheapest.

    Having used musicMagpie for a refurbished iPhone 11 on a rental contract, I can highly recommend them.

    Apple refurb site as linked to in the 2nd post.
    It certainly won't be the cheapest, but you'll get a quality product with the manufacturer's full  warranty, brand new battery and brand new casing.

    Taken from Apple Refurb Store :-

    All refurbished iPhone models include:

    • The same one-year warranty as a brand new iPhone
    • All manuals and accessories
    • A new battery and outer shell
    • A new white box

    Another site to look at is Giffgaff. I've purchased refurbished from them in the past and have been very impressed.
