Cash LISA transfer to S&S LISA when over 40?

I have a cash LISA with Moneybox and was hoping i could transfer to Dodl S&S LISA however they dont allow anoyone over 39 to open a LISA account. Is there any other provider that will allow me to transfer in a LISA into a S&S LISA? I dont seem to be able to find one. Is this complaint worthy? Is this age discrimination? or am i getting ahead of myself here.

This subject comes up fairly regularly on here, and one of the threads included reference to a transfer to a provider (Transact) who only handles these if IFA-assisted:

It's undoubtedly age discrimination in one sense of the word (the LISA scheme rules, like those of pensions and other financial products, are inherently discriminatory based on age), but it's not unlawful discrimination if that's what you're suggesting....1 -
