Brussels airlines haven't responded within 14 days, what do I do next?

On the resolver letter it says "I look forward to a full response to this letter within 14 days. If I do not receive a satisfactory response I intend to pursue my complaint further, which could mean taking it to court."

But that doesn't answer the question of what's behind that expectation - simply parroting boilerplate wording about looking forward to a response within 14 days places no obligation on the recipient to take any notice of that.

As above - and I would suggest NOT using Resolver but instead using the laid down process established by the airline.

Yes. If you used Resolver the airline will most likely ignore you.
