Mobile phone SIM only help please

Hi all,  bought what I thought was a half decent 2nd hand Samsung Galaxy off eBay.  She advertised the phone as being unlocked. When it arrived I put a Lebara SIM (cheap £5 a month no contract deal suits me) but phone wouldn't accept it.  I called her and she said she was puzzled and assured me phone was unlocked, but she'd always used EE so she refunded my £5 and I duly ordered an EE sim (minimum £10 spend) 

Now this sim doesn't let me phone anyone, the message saying "Not registered on Network"   Can't send text messages either.  Bizarrely I can get on to Google as it's using my home wi-fi.   Do you think it's definitely locked or do I need to do anything else.   I have registered it and have confirmation that I'm an EE customer now.  Help!

Could check if the phone has been blocked by putting the IMEI in here

Tried that link but just put me on to a load of ads.  However, I Googled check the IMEI code and was advised to do this:   Dial *#06# on your phone    Tried it and it came back as being "OK"    Any further help please?

I switched off & on.  Seems to have done the trick.  Thanks anyway
