TUI although one brand, are a number of business.

But assuming it is a package with the main TUI, you need to submit a complaint. This can be done via the website here: https://www.tui.co.uk/destinations/contact-us/after-travel

Keep it simple, a summary of the facts and what you want them to do about it. Also be careful with the wording. You are claiming for your out of pocket expenses, not compensation (using this term may confuse things with flight cancellation compensation, which in this case TUI wouldn't be liable for).  Remind them that under the P&LTAR 2018 they are responsible for the proper performance of the package and you'd paid them for a flight home that they failed to provide.
