boxer c24 combi question

we have a near 4 year old c 24 boxer boiler, hot water is fine , but the rads dont seem to get very hot, the house is not cold but i feel the rads could be warmer. turn the knob on the boiler to max and stat on the wall to max makes no difference.boiler seems to kick in for few seconds then turn off only giving short burst of heat out.... any ideas anyone thanks
