    I think micro generation is important as it raises awareness of usage and reduces the need for more new nuclear.

    I am not objecting to paying, i am suggesting a way to encourage to people to generate their own and cut back on grid usage.

    and another charge on the first X amount of units per month.
    Not that they want you to use less, they want you to use more.

    IF they have the capital available to install solar and a battery and all the controls............

    Its about time new houses had to come with some solar installed, they are legislating for EV chargers on new houses.

    This bit is already done - the network supplier bills the energy supplier who then adds the other non-network charges & bills the end user.

    something like ~70-80% of new houses in Scotland already do.

    Yes, 70-80% of new build in Scotland over the last few years has some degree of solar (usually PV).
    There is concern though that when heatpumps become mandatory solar will suffer.
