I don't know if it was open and running on the day in question, but the advent of Crossrail has greatly reduced the time for this journey. Paddington to Canary Wharf is 17m, Depending on the DLR connection, the total time Paddington to LCY could be as little as 35m.
Check in at LCY closes only 20m before departure, so it is certainly possible in theory, but whether it would have worked on the day is impossible to answer.
