Boots where is my refund????

So you no longer have the pump because you have already returned it to Boots?
But you still have evidence (a screenshot or whatever) to show that Boots agreed to pay you a refund? (You say that your Boots online account shows "refund has been issued", which I would say is evidence that they agreed to refund you).
If you are absolutely 100% certain that you have not received a refund back to your Paypal account, and if you are equally 100% absolutely certain that you have not received some sort of refund back to your bank account or card, then I think you should send Boots a Letter Before Claim (google it, or google Letter Before Action, for an explanation) giving a very brief outline of what has happened, and tell them that if the agreed refund is not refunded into your nominated account within 21 days that you will issue a court claim against them for the amount of the agreed refund. Further tell them that if you are forced to issue a court claim because they have not paid up within the 21 days, that you will also claim court fees from them.
Of course Boots might argue that as your online account shows "refund has been issued", that this means they have already paid the refund. If they do argue this you must ask them to provide details of how, when, and to whom the refund was paid, and you will need to be prepared to show that despite what they might say, you never received the refund.
If you think you've already waited long enough you could probably use 14 days as a deadline for payment, but don't go fewer than 14 days.1
