I've been away on holiday for two weeks and yesterday arrived he to two letters. One was from July 12th from Direct Collection Bailiffs Ltd and was for an unpaid parking charge for £170 from August last year. Apparently I'd stayed for than 90 minutes in a Costa car park but I don't know much longer I was there as I have no forther details. It said they previously wrote to me at another address but I didn't respond so they traced me to my new address. Iobed at the beginning of August last year and changed by registered address on the car in September so they must have only sent one letter to the old address and then sent this almost a year later.
I also got a letter dated 13th July from Civil Enforcement with lots of legal jargon saying I have 30 days to pay the amount outstanding or they will "commence proceedings"
Please can someone give me advice on

A) Who do I respond to if at all? Civil enforcement or DCB? I'm confused as they are dated within a day of each other.
should I respond at all or go to citizams advice?

Citizens advice are very good, but not on parking issues. You will get much better advice on here. You really need to read up on the 'Newbies' and get an idea of the process, and what to do and when.
You need to send a Subject Access Request to the parking company, so that you can see all the details of the claim. Once you have that, you can at least plan your defence.
Was the most recent letter a Letter before Claim/Letter of Claim? It sounds as if it might be. There are further steps, if so.The pen is mightier than the sword ..... and I have many pens.2 -
Which of the letters, if either, gave you 30 days to pay? That is the one that you should treat as a letter before claim and, as @Trainerman writes, go to the NEWBIE sticky and follow advice in the second post.2 -
The letter from Civil Enforcement looks like it might have been before the one from DCBI in process but they've probably got an admin backlog if that makes sense? DCBI have said that I have 14 days to make payment from tej date of the letter which is today because I only got it yesterday.

These are likely two different PCNs. Unless the DCB Ltd letter gives the same PCN reference and says their client is CEL?Read the NEWBIES thread 2nd post and obviously no paying either of them.
But you MUST respond (as the NEWBIES thread tells you in the LBC section) and rectify your address data immediately and tell CEL and DCBLtd to 'erase' the old address.
Your car is/was registered to your old address and you MUST also put that right. Can be done online to the DVLA but that doesn't rectify the address held by CEL or DCBLtd. That is up to you to rectify when you ask for a SAR (see NEWBIES thread).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
