You are overthinking the postcode requirements. It just needs to be a valid UK postcode (SW1A 1AA is popular). There is no validation undertaken that you are physically located at the postcode entered. There is validation that you are located within the UK but that's not using postcode.

iPlayer does use the postcode to supply "localised" content (BBC 1 Wales when in Wales etc) but this "location" can be changed when in the app.

1)   People shouldn't be evading the TV Licence.

2)   TV Licensing/BBC does not use any "special" techniques to police iPlayer usage without a Licence.   The only thing I've seen is that they send people letters and emails when they've matched an email address from the list of "No Licence Needed" addresses with their list of active iPlayer IDs.   

3)   AFAIK, that matching only ever results in a warning.   That's because it isn't very robust and doesn't prove that an offence has taken place.

The email address is used for marketing BBC product and to set up an account to personalise the iPlayer experience (resume playing at same place, favourites etc).

Saying that, don't think it would be sensible to use the same email address to log in to iPlayer and to fill in the "I don't need a TV licence" declaration.

A few years ago now, when it was common to download illegal copies of films from the likes of Pirate Bay, some "sue,grabbit and run" type lawyers tried the Court Order approach to obtain names from IP addresses to extract cash, but too many cases got bounced out of Court because of the difficulty of proving the identity of the downloader.
It is such an expensive exercise, Crapita (on behalf of BBC) are never going to adopt this for users of IPlayer. 
Much easier to threaten real householders who don't pay the Licence fee by post !!
