How can I find cheap carpet and installer and quick?

Got a social housing property, they said I should quality for a community care grant (but I do have large savings so doubt I will)
But the waiting times are basically around 4 weeks for a decision and however long it takes to book an appointment to select carpet and fitters to put it down.
I move in 3 weeks so can't do this and thats even considering they will accept it.
But buying will be a whole other mess, but where can I go thats cheap as possible whilst being actually good and quick enough?
