If ever there was an example of why the current PPC business model needs shuttting down, then this is it.
As above it looks like the best option is to pay, however depending upon how much time there is i would go for the shopping centre, and tell tbem that they should pay this, as it is a direct result of then allowing scum to operate on their land.
Even if there isn't any time to drag the shopping centre management into it, I would go for them laterFrom the Plain Language Commission:

Thankyou all, I have emailed the land owners again, copied in our local MP's and started a petition as it has happened to lots of other disabled & elderly people.

If this is Mum's CCJ and she has a low income and low savings in her name she might well qualify for help with court fees and could either:
(a) do a free CCJ set aside, or
(b) pay it off and instead then do a LBC to the landowner them a (fee-free, if she qualifies) court claim for double the amount, against the landowner for breach of the Equality Act 2010.
