I'd remove the stuff about the trace as in your case it isn't relevant:

1.7.3 The defendant was 'there to be found' for the sake of a 29pence bulk Experian trace or similar very inexpensive and immediate credit reference agency address check. If the defendant had used the original address details they had for me (current address) instead of doing a trace, I would have been notified of this judgement and could have taken action to prevent it.

Also the WS is a full statement, yes, with statement of truth and signature, but you just haven't repeated it all here?

@Coupon-mad is saying that your WS (as posted in the forum) is incomplete as it doesn't include the Statement of Truth part. She is making sure that you're aware of this so that you don't forget to include all the required elements of a WS.

And your WS says nothing at all...it doesn't tell any story.

To me, it reads like the section immediately above it (your numbered paragraphs) should be in the body of the WS.

Have a look at what a WS looks like by looking at the one by @Daiapolon2021 which is not about a CCJ set aside but it shows you what a WS is, how it tells the story and how it starts (headers) and then how it ends with a statement of truth, your signature and date.

WITNESS STATEMENT

1. I am xxx and I am the defendant whom this claim is made. The facts below are true to the best of my belief and my account has been prepared based upon my own knowledge.

 

Sequence of events

   1.     I received a PCN notice from Premier Park LTD for an alleged parking office which occurred on 28th December 2017.  

   2.     The PCN was appealed against with the claimant with communication back and forth via email between the defendant and claimant. 

   3.     During this time I, the defendant; moved house November 2019. I showed my own due diligence by researching myself what I had to do during this time in regards to this alleged offence and on-going communications with the claimant and notified the claimant of the address change on the 4th of November 2019, using the same email address I had been in previous conversation with. 

   4.     The claimant responded acknowledgement of the address change on the 6th of November. 

   5.     I never received further commination from the claimant further more from the above date and to my best of knowledge the claimant no longer wished to pursue me in relation to the original alleged offence.

   6.      A random credit check was carried out by myself on 12th July 2022 where I had noticed my credit score had gone from being the best, to being noted as poor. To further investigate I signed up for an in depth credit review and noticed the CCJ was issued against me on the 8th April 2022. 

   7.     I emailed the claimant the on the 18th July 2022, using both the original correspondence email address, and their complaint email address, requesting they set aside the CCJ against myself, whilst attaching the email of address changed acknowledgement (exhibit 01), and for them to respond within 14 days. However no response was received. 

   8.     Since no response was received I have been gathering the knowledge/information required to the best of my ability to apply for the CCJ to be set aside.

Replace "parking office" and "alleged event" with something like "parking event".

Explain acronyms and abbreviations the first time you use them, then just initials thereafter.

For example, "Parking Charge Notice (PCN)" the first time you mention it, and "PCN" thereafter.
