    It's worth noting that when I missed the POPLA deadline (as I said previously, it was at the very beginning of the first lockdown in 2020 and like all of us I had one or two other matters to deal with like ensuring the safety of various elderly relatives), the PPC were uncontactable as their offices were empty and nobody was answering their phones. I did speak to the people at POPLA who were actually quite reasonable and sympathetic because of the (then) unusual circumstances. They said that the appeal window should be re-opened, but that only the PPC could do it, who were uncontactable. The PPC did eventually respond to a letter saying (surprise surprise) "no". Anyway, that will also feature in the defence when/if etc.

    Thanks for this Horizon NTK and cover letter.  Really useful.

    You should use it as evidence to the Public Consultation, that this is evidence that discounting a parking charge for supermarket overstay to £30 proves that the proposed new level of £50 discounted to £25 easily and more than covers the minor costs (and profit per PCN) needed to make a cheap ANPR set up viable.
    Glad that those documents are of use, and I absolutely will use them to make that point when the Public Consultation is issued.
