Is it common for the dispute resolution hearing to be held, or is it frequently discontinued at this stage? As for DCBL, do they typically wait for the defendant to show up and make sure you have all the required documentation before deciding to discontinue the hearing? After reviewing the discontinuation thread, it is difficult to determine a clear answer.
This is normally by email from DCBL who also advise the court.
The last thing DCBL want is a spanking in court1 -
The court thinks that the DR hearing will resolve it without a full hearing because pressure will be put on you to offer to settle. It is horrible.
Be ready to say no (of course) to any offer but also be aware that the DR Judge 'can' decide that one side or other has no case. Disagree politely say this is fully disputed and you want a hearing,PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

After enduring the ordeal inflicted upon us by UKPC, which involved countless hours and sleepless nights, I was informed via email this morning by DCB Legal that their client has directed them to terminate the legal proceedings and close their case.
Enclosed within the email was the Claimant's N279 Notice of Discontinuance for my records, which they claim has been duly submitted to the court. As a result, DCBL will be concluding their file on the matter.
It is truly unacceptable that I had to go through such a trying experience, but I am relieved to have received this news.
I want to express my sincere appreciation to everyone on this forum for their unwavering attention and expert guidance throughout this difficult process. Your support has been invaluable and I cannot thank you enough.
The sudden discontinuation of legal proceedings by UKPC, without providing any explanation, raises concerns as to the propriety of their conduct. While it appears that their case lacked merit, the absence of any justification for their actions is troubling.
Consequently, it is necessary to initiate a formal investigation into the circumstances surrounding this matter, in order to hold all parties accountable for their actions and to ensure that justice is upheld. What are the next steps that I can take to pursue this matter further?

As per DCBL's communication, their client UKPC requested the termination of this matter. Irrespective of its origin, I am gratified that the issue has been resolved, as pursuing it further would have entailed unwarranted consumption of time and resources. However, it is unfortunate that the matter was not dealt with earlier to avert unnecessary aggravation. It appears that the other party aimed to test my determination and unjustly expropriate our lawfully earned financial resources through deceptive measures. Dear [MP's name],I am writing to bring to your attention a matter of great concern that I believe requires your urgent attention. As a constituent and a law-abiding citizen, I have been a victim of the serial court timewaster, UKPC, and feel that it is my civic duty to bring their egregious conduct to your attention.
It is my contention that UKPC has been intentionally and repeatedly abusing the legal system, using it as a tool to harass and extort law-abiding citizens such as myself. As an individual who has had the misfortune of being targeted by UKPC's exploitative practices, I have been forced to spend an exorbitant amount of time and resources on a matter that could have been resolved with more reasonable and proportionate means.
Despite DCBL, acting as UKPC's agent, stating that their client requested the matter to be discontinued, it is evident that the matter should never have been escalated to this extent, and UKPC's actions are in breach of the principles of justice, fairness, and good faith.
I am concerned that UKPC's activities are indicative of a wider problem in the parking enforcement industry and raise serious questions about the efficacy and legitimacy of the regulatory framework governing this sector.
As such, I respectfully request that you bring this matter to the attention of the Ministry of Justice and the Solicitors Regulation Authority, calling for an inquiry into the practices of UKPC and the wider parking enforcement industry. I believe that their conduct should be closely monitored and regulated, and that those found to be in breach of their regulatory obligations should be held accountable for their actions.

I think you should be highlighting the upcoming DLUHC enquiry as quoted in all @Coupon-mad posts.
Also, I don't think the SRA will be interested in UKPC as they are regulators of solicitors. You would request that DCB Legal are reported as they are the representatives to the claimants. We suspect that they have "purchased" a whole load of old, unpaid PCNs with the promise to the claimant that they will initiate the claims and receive a payment for any that they win. Most likely on a no-win no-fee basis.
Just think about it... say, 5,000 (guess/assumption) old, unpaid PCN's. How many of those do you think actually appear on here? Of the 100+ we've seen on here, there are probably 4,800+ that are received by innocent victims who just poop their pants at the mere thought of going to court and they pay up without a fight... or some that do fight it but have no real idea about defending the claim and lose in court because they were not fortunate enough to have discovered this forum.
4,500 claims they probably win... you work out how lucrative this is for both DCB Legal and UKPC. You should be highlighting to your MP that they are BOTH taking advantage and abusing the legal process and ruining many peoples lives with CCJs that clog up the small claims court.1 -

I think I would spell out UKPC - UK Parking Control Ltd - the first time I used it.2
