Any payments to my own accounts use a fictitious payee name, in the format "My bank xxxx", where bank is obviously the (abbreviated) name of the receiving bank, and xxxx the last 4 digits of the receiving account number. Therefore if you still want to travel you will need to travel using another means (eg public transport or taxi) because you cannot use your car. You can't then claim that you are travelling using your car.
You cannot "bypass" CoP at this point because *you've already been through it*. What you are choosing to do with go ahead despite not having a positive response.
The exact same process will be followed if the payee's FI is not registered for CoP - except that Pay.UK would give that response directly without attempting to contact the payee's FI. But again, by that point *you've already been through CoP* thus cannot bypass it.
Your car analogy is totally wrong. A car is a means of transport, public transport and taxis are also means of transport. CoP is not a means of setting up a payment, it is just a means of confirming that the name you've been given matches the name on the account. For you analogy to work - if CoP was not available you'd have to use an alternative method to confirm the payee details - which you're not doing, you're just deciding to go ahead without doing that.2
