Possibly add Albania to this. Ksamil/Sarande or anywhere on the Southern coast should be nice in September and hopefully a bit cooler than when we went in August 2020.
I wouldn't go all inclusive on something like that though, a decent meal was from around €5 at family owned restaurants or a kebab with chips for less than €2 each.
I'd possibly looking at flying into Corfu (4 airlines have flights this week from EDI) and getting the boat over (it's about 30 minutes). It's a lot cheaper on that side than Greece.
Subject to cheap flights, a 4* hotel (with breakfast included) shouldn't be more than about €50/night in September (from a 2022 pricelist sent by a local DMC for the hotel we stayed at with a standard margin), so well within budget overall.💙💛 💔0
