Are you in touch with the previous owners ? Could they let you have a copy of their latest/final bill ?Never pay on an estimated bill. Always read and understand your bill0

Checked with SP energy networks who confirmed mpan number and that the house is listed as 'non residential'. Reasons known.
Feel like we have a resolution so info included here for anyone who finds themselves in the same situation:
Spoke to Scottish Power again, they keep trying to get me to call comercial team. I kept saying no, insisting the its residential and asking them to check again. Eventually they asked for council tax bill as evidence of residential, which i provided. They are now raising a service request to correct the national database to list property as residential, at which point they can complete the homemove with me as a domestic customer,
Commercial electricity rates avoided :-)
Never thought i'd be please to only be paying 28p per kwh!
