Flight was exactly 3 hours late, can I claim?

My flight today TOM2323 is showing that it was dead in 3 hours late (I never realised they count the wheels touching down as having landed, rather than stationary)
will I be able to claim or did they scrape by?

For compensation claim purposes, the time measured is when the doors are opened, not the time of touching down.0

I think what actually counts is doors open (despite what the airline might say).
However what might be more important as to whether you get compensation or not will be the reason for the delay?

The speaker on the plane was terrible so couldn’t make out the reason, and there wasn’t any staff at the airport saying anything.0

All you can really do is put in a claim to TUI and see what they say. Airlines do not have to pay compensation for extraordinary circumstances and circumstances beyond their control.
Your aircraft left MAN 2 hours late operating TOM2322 MAN-IBZ landing in IBZ 1hr 44mins behind schedule. It then had quite a lengthy turnaround in Ibiza of 2 hours 36 mins, departing at 14:13 on your TOM2323 back to MAN.
The late departure from Manchester is the start of the delay, but it got worse with the very long turnaround in ibiza, usually you'd be looking at an hour to 90 mins. As an example if it was down to ground handling delays by TUI's handling agents then they would be deemed responsible, as they contract the handling agent. However if it was delays caused by ATC slots then TUI cannot be held responsible as that is out of their control.

It's probably an Ibiza issue because my friend's Jet2 flight later that day also had a 3+ hour delay.

If they lost their take off slot due to problems with the handling agents would that be classed as a TUI fault or ATC issue?

I would imagine that there could have been ATC slot delays in play on the day given that the outbound was delayed, the aircraft sat in Ibiza for such a long time and the OP kows someone else delayed out of IBZ that day.
