APCOA Heathrow drop off fine - debt collectors

Hello everyone,

I am looking for advice in how to manage the later stage of a Parking Charge Notice for a case I am helping a friend to manage. The friend received her charge at T2 Heathrow on 14 April but did not respond, there was a reminder on 18 May for the full amount of the and then Debt Recovery Plus has written on 15 June. My friend is aware that this is late in the game but it seems such an unfair charge especially as the initial payment is only £5 and the signage is really unclear and it is impossible to write down details while driving and when the drop-off zone is exited there is no other sign with instructions on how to pay. Can anything be salvaged here? Any advice well received!

Perhaps either @MSE_Laura or @MSE_Laura_F would be kind enough to move this thread to the Parking board mentioned by @MovingForwards.

@MiksMek, this is easily salvageable and the regular posters on the Parking Board will point you in the right direction.

This is now on the parking board.

The penalty can be safely ignored and times out after 6 months. This is different from parking charge notices.

Read the thread by @flybye for a better appreciation of the legal position and why it times out.

Should have appealed - one email from here and it was dead. Never mind. Ignore. Six months and it's dead.

I am so sorry I posted this on the wrong board and further that I am unable to make sense of the links and threads. I know I am doing something wrong but not quite what yet as a newbie...
