Ryanair, like other airlines, owns 'planes that are private property and so you can only travel on them if you satisfy Ryanair requirements. Airline rules are clearly in line with immigration rules, but airlines have their own requirements, such as Ryanair requiring identification documents even for domestic travel.
In this case there can be no doubt that Immigration would allow the passenger entry on arrival, because of the particular terms of the Common Travel Area. That, however, is unlikely to be enough to be allowed to board a Ryanair flight.
