Hi @AlCapwn - Curious to know where this situation has ended up for you?

I also live on a development with parking facilities run by PCM and a few days ago I had a similar situation with my permit falling down between the dash and windscreen with the top of the permit still visible - I also received a PCN!

Checking the evidence the operator had the audacity to take a picture of it sticking out, and pictures of my front seats and foot wells (which is strange but I assume they would use as an argument to say it didn’t fall down to a place where it could be fully seen).  They also took pictures of my blue badge which was on display as I was parked in an accessible bay (which didn’t actually matter as I had a previous tussle with them where they blatantly ignored 10+ drivers using the accessible bays with no blue badges displayed).

In my previous battle with them I did email the landowners directly, in my instance this was the management for the development who then contacted PCM applying pressure to have it cancelled.  I’ll be doing the same thing in this instance so may be worth doing in your situation also.

Landowner complaint is always PLAN A.

I had a previous tussle with them where they blatantly ignored 10+ drivers using the accessible bays with no blue badges displayed.
You realise who that might have been and why they were not ticketed?!

Plan A didn't appear to work for me!  Had a response from the landowners (a well known property development company), they apologised and said they would contact PCM to discuss and then said PCM had responded simply to say they would happily offer me the "reduced" fee of £60 again....to which I politely declined and advised the rep I spoke with to raise this with execs at the landowner's next senior meeting (for whatever thats worth).

I'll check back on the Newbies thread for the best approach on this one but theres no way I'll pay when I have a valid permit!

@AlCapwn any update on your situation?

@Qaribbean, is this related to your summer 2021 thread?

Hey, this was resolved with a positive outcome for us - landlord could not get pcm to cancel the ticket and ended up paying it themselves.

Absolutely bizarre - they only did it after I escalated it with them.

I suggest opening a new thread for your ticket
Good suggestion. It needs a new thread.

    @AlCapwn and @Qaribbeanplease don't disappear just yet.

A final Public Consultation is coming.

We need you; motorists need you to help us make a difference forever.

Join us in trying to end the conniving PPC and DRA 'added fees' fuelling the court culture.  There will be one window of opportunity - the final Public Consultation is anticipated very soon.

This is the one favour we ask of everyone:

If you are not likely to pop back here every week to check, please set up email alerts for this forum and bookmark this thread (below) as we intend that one of us posts on it when the Government opens the Consultation:
    https://forums.moneysavingexpert.com/discussion/6333989/mse-parking-ticket-appeals-guide-feedback#latest

    Read the latest posts there.

The PPC money-grabbers have blocked the new Code by filing for Judicial Reviews.  Stopped the declared and much welcomed parking code from February 2022, which stated that added £70 false 'DRA fee' extortion was to be banned and that parking levels would start at £50.

It's on hold. Motorists urgently need it reinstated and the ban on false 'DRA fees' confirmed, to stop the rot.

This year will be your chance to make a difference, plus any other drivers you know (family, friends) who are also fed up to the back teeth with the greedy and unscrupulous parking industry and the stranglehold they have on people.

We need high numbers of real victims to make a point of responding to this final Consultation.

Glad it turned out ok for you!

Yes I received an NTK on mine now so I'll start another thread as I just want to get advice on tailoring that template.
