    When you construct the hill why not make it a burial ground? I have a pet dog you can use to start off with. I'll bring it over in a Bag For Life.

    I have an email saying I am ok to plant things there and that they will maintain it. However, since this email was received, the management company have been twice and didn’t step foot in the area.

    I should add that I already own hedges around the perimeter of this land which I was previously given the ok to plant to stop people from the road walking onto the development.

    It isn't my area, but I wonder whether what you have is a licence (with conditions), which may well complicate things if you ultimately attempt to claim the land as yours.  Being in writing means reduced scope for misunderstandings over what was agreed.

    Others would be able to comment with better knowledge than I have on this subject.
