EITAS will be free for under 18s and over 70s - from what I understand these categories will pay upfront and then be refunded - possibly in a sequential transaction ?All UK passport holders will require one - the free aspect is a separate matter.0

It seems to have been deferred (with no explanation as to why) until November 2023 https://www.schengenvisainfo.com/news/eu-postpones-launch-of-etias-to-november-2023/But I'd never heard of EES which seems to start in September 2022 https://www.schengenvisainfo.com/news/eu-to-launch-biometric-entry-exit-system-in-a-few-months/
