Parking Eye PCN received at Hospital car park - Worth Appealing?

I've had a good read of the Newbies thread but would like to clear a few things with you guys.

Daughter who is registered disabled took her mum to local hospital for her mum's appointment.  The car parking is free for up to 4 hours on site.

She displayed her Blue Badge as she has never parked in this hospital before.

After 90 mins they returned and 2 or 3 cars including hers had received a ticket.

I've attached a couple of images that they took before leaving.

Is it worth appealing because there was a sign about 10 metres away but daughter saw the Blue Badge icon on the sign and assumed she would be fine.  We don't have an appointment letter as we got a short notice appointment over the phone 2 -3 days before

    Do what the NEWBIES thread tells you to do but NOT UNTIL DAY 26.  The reason to delay and not to say who was driving is exactly as explained there.

    Notwithstanding what @KeithP wrote, have you tried PALS at the hospital?  Clearly, if you ended up in a staff car park, their signage was not very good was it?

    I would even go as far as saying that that is a forbidding sign.

    In other words, anyone who doesn't have a 'General Staff Permit' is forbidden to park there.

    It is not possible to agree a contract to do something that is forbidden.

    It follows therefore, that if no contract was agreed, then it cannot have been breached.

    Yes, complaining to PALS should be your first step, before contacting Parking Eye - They should be able to kill it off with the least effort on your behalf.

    I know there seems to be an impression that they drove into an actual dedicated/enclosed staff carpark, but that is not the case.

    It is all on street parking along about 400m-500m of straight road inside the hospital grounds.

    NO road markings, just signs at varying intervals such as the one above, then after about 50m, another sign with a different message and so on.

    Having gone back to look at it on foot, it is a very complicated system for people just visiting on a one-off basis or for the 1st time.

    I will look into what PALS is and take it from there.  Thanks

    OK, I have seen what PALS is (Patient Advice and Liaison Service)

    You should do everything in writing in case you need proof of what was said for a later date. If you do 'phone or go in person, you should get the contact details of the person you spoke to and send an email afterwards to confirm everything that was said.

    Is the sign readable from the accessible bay? If not then take photos to prove what can and can't be seen from that bay. That would be a breach of the BPA Code of Practice if signage t&cs can't be read from a disabled bay.

    DO NOT tell PALS who parked.  The Blue Badge holder was 'an occupant of the car'.  The driver must not be implied so be as careful with wording the complaint to PALS as you will be with the appeal on day 26..

    But do as I already suggested - there is method in the plan of delaying appeal to day 26.  Explained fully, in the NEWBIES thread.
