This is what I have been saying for a long time now, charging your car isn't parking. The use of the space should be part of the cost of charging and not a separate agreement. If staying longer, drivers should move their vehicle to a regular space once the charge is complete and at that point any tariff becomes payable.
But of course the Parking Companies say otherwise because they only track entry and exit and can also issue PCNs for "out of hours" charging and the like.

Charging is not parking is natural evolution of jopson vs homeguard where loading /unloading is not parking.
If the charger is on and functioning then the area is available for use.
another point is if the charge company is leasing the area for charging then it could no longer be part of the area the ppc massages.
The simple solution is to outlaw the use of ANPR to generate parking charge notices, you either install a gate or barriers or patrol the car park

Story has just been on BBC 1.00 news. Needless to sy no comment from BPA or Euro Car Parks. I'm sure they are in meetings as we speak to get agree on their response which will bo doubt put all the problems down to drivers who are out of control!
