Back to the usual, unfair fake fines from private firms.
This time it's notorious ex-clampers Vehicle Control Services Ltd (VCS) at Norwich Airport:
Driver refuses to pay Norwich Airport £100 parking fineA furious driver has been given a £100 parking fine from Norwich Airport simply for breaking down at the site.
Michael De'Ath says he was slapped with the penalty when he stopped for seconds in Delft Way on February 11 because his car broke down.
He claims his vehicle "started juddering" and a yellow warning light flashed up on the dashboard, on his way to McDonald's in the same road, forcing him to stop.
It has led to a furious row between the driver and officials at Norwich Airport – who stand by their fine despite Mr De'Ath refusing to pay the parking ticket.
Mr De'Ath is one of hundreds of drivers who have been fined after Vehicle Control Services Ltd enforced the charge on behalf of Norwich Airport last November.
Mr De'Ath emailed Norwich Airport to alert them of the dispute and claims they told him they "did not want to discuss it with the contractors".

I'm sorry but WHAT did this lady's bank say?!
An 85-year-old woman said she is 'refusing' to pay a second car parking fine she has been given in three months despite having proof of payment.
She got a first PCN from Euro Car Parks despite having proof she'd paid the fee to park. But…
…After initially refusing to pay the fine, Tina was advised by her bank to settle the unpaid parking charge, with the 85-year-old paying £170 to do so."
WHAAAAAAT????!!!
"Three months later, Tina was issued another PCN by Euro Car Parks for the same reason, despite again having proof of payment.
"I think it is important to stand up to these companies. I think they are thieves. I have no intention of paying the fine. I'm not standing for this."
Tina also believes it is important to take a stand in support of other elderly people who may have been affected by similar situations. She said: "If this had happened to another elderly person, it could have made them very nervous and fearful."
BUT - REPORTEDLY - HER BANK TOLD HER TO PAY £170 TO SOME SCUM DEBT CRAWLER (MONEY THAT SHE NEVER HAD TO PAY) AND FOR SOME REASON, SHE NAIVELY DID, FIRST TIME!

There is one car park I need to use the Mipermit app system, but only on very rare occasions and it is by far the worst out there. Totally useless last time I tried to use it. Couldn't log in, delete and reinstall still didn't work, no help option. Any council choosing that as an option must have used a poor procurement method.

One of our favourite sites
Love the comments from Network Rail at the end. Just how wrong - they aren’t fines and arrogant can you be

Was the bodycam footage raw or edited to suit their agenda?
Also, this sounds like digital exclusion.
If only we had a government that actually gave a duck about it.

"A spokesperson for Network Rail, which owns the station, said: "We recognise that the drop-off and pick-up area behind Leeds Station can be very busy at peak times, and we understand the frustrations expressed by drivers and passengers.
"However, keeping traffic moving safely has to be our priority, particularly in an area that has the potential to cause knock-on effects to traffic across the city centre.
"The completion of the Transforming Cities Fund investment at the front of the station will allow hackney carriages to move to their new location from next month, easing the pressure on the drop-off area to the rear.
"Restrictions are in place to ensure that the rules are followed, and anyone who believes they have been incorrectly fined can appeal to parking contractor UKCPS."
Thing is, they can't because there's no genuine independent appeal with IPC firms.

Looks like the National Trust are really getting onto their ANPR.
Plans to install automatic number plate recognition (ANPR) cameras at Nostell Priory approved. A search shows lots of NT sites using ANPR with JustPark operating the system
National Trust Member Parking – How It Works – JustPark Help Centre
Quite a convoluted process by all accounts, even for NT members. It even refers to Penalty Charges -
….If payment is not made within this window, a Penalty Charge Notice (PCN) may be issued.
Wonder how they plan on getting advertising consent for the myriad of signage at the historic properties or sites. And has anyone actually had a PCN from a NT site?

I'm pretty certain that the National Trust Byelaws 1965 will apply to driving and parking.

This is going to be carnage. Having to download an app before you go or rely on the notoriously unreliable internet at these places. Add in the average age of a visitor
The biggest question is “why”? Do they really have a non payment problem or is it an attempt to reduce the number of usually volunteers who man the entrance

How does the app registration work on a Doro flip phone - i know a few NT members in the older bracket who have these devices
From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"3
