That dreadful article leads to '247 advice' rubbish too.
And Hurley says the number of 'managed' (cough) sites has increased "nearly 500%" since 2012/13.
That - 2012/13 - was a year when 1.9m KADOE requests were made by these firms. So, if it was merely down to the 'more car parks now' excuse - and assuming PCN levels per site remained constant - then there would 'only' have been just over 9 million KADOE requests in the year 2024.
Instead of 9 million, we're looking at nearly FIFTEEN MILLION (in fact sixteen million if you factor in all windscreen PCNs paid or appealed by drivers).
Also: if their so-called 'management' actually worked by now:
- there'd be almost no PCNs nowadays because the industry would have helped landowners to eradicate most issues
- the industry would make no money
But none of that will ever happen all the time they operate a protection racket and rip off motorists for profit.

She replied to every threatening letter saying "Don't write to me anymore just take me to court."The claim was filed. ELMS legal then offered to reduce the charge to £200 with the option to pay £17 mthly. The woman still refused to pay.Excel and ELMS Legal were both only prepared to say the Independent Appeals Service had rejected the Defendant's appeal, "any further details regarding the instruction of the claim and/or its discontinuance are subject to legal privilege."IAS was approached for comment.5

I've literally stumbled onto this sub board this morning and had an interesting couple of hours read of various threads.
Are we saying PCN are unenforceable? A few threads on coming back to their cars late. One person didn't realise they hadn't paid on an app but the advice seems to be let it go to court.
Genuinely curious as I get nervous pulling into a car park these days for fear of getting charged lol
To date, I've never had a parking ticket2 -
Some streets in Reading are being shifted to RingGo only.I don't have, nor want, that app.
