    Perhaps we need to complain more when we feel gov depts are not adhering to the Consultation Principles....

    For those that fall outside of the "almost everyone in society" category they get to experience and benefit from Excel's valuable parking sevices....stress, financial hardship from pcn costs that quickly increase, threats of debt collectors and court action.

    The perfect time FOR GOVERNMENT to apply VAT on parking charge and the industry, which is a service industry. 20% VAT from all the parking companies would raise money which the government is desperate for
