I think the whole ULEZ money mountain is about to collapse ... it's not just overseas hauliers who have brought/are bringing court claims. I'm sure I read something about the whole scheme and signage being illegal.Jenni x3

It was always badly implemented and plainly ridiculous for some who live & work there.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Slightly off piste but when watching Mr Bates v The Post Office I could see parallels. The issues with systems which they claim never happen and failed to look into. The stress that it caused the people concerned. The mediation which was just a joke very similar to the mediation offered for parking claims. The time that it has taken people to get any justice. CM is definitely our "Mr Bates".
In the case of PCN's issued for non payment I firmly believe that capture delay has been used whether accidently or not I am not speculating. I am though convinced that the issue was not with the driver's bank but at the merchant end. If a payment is declined by the paying bank it is declined immediately and there is a trail. If it is declined hours later then there is an issue at the merchant end of the transaction.

Jacquie Wright parked in Evesham’s Riverside car park on November 24 as she needed to attend an opticians appointment in town.But she was later hit with a £100 fine by Euro Car Parks, despite paying £2 for a ticket. The letter says Ms Wright left the car park at 1.09pm and that “no valid pay and display/permit was purchased”.

A couple found fighting a private parking charge causes stress and anxiety and leads to a decline in your mental wellbeing.

G24 claim disabled elderly couple parked in a disabled bay without displaying a valid disabled badge. The couple deny this and have been contesting the charge for 6mths.
Since their appeal refusal the couple have "had countless letters from a debt recovery company, looking for the fine, which went from £60 up to £170." The debt collectors Dec letter advised non-payment of the £170 charge would result in matter being passed onto a solicitor. The couple are at their "wits end with it."
No one should be subjected to this type of unnecessary stress and anxiety especially the elderly and disabled. Hopefully the DLUHC have it in hand...if not maybe appealing a pcn should carry a government health warning !!!!

F3.2. The Customer shall take all reasonable steps to secure the observance of clause F3.1 by all of its Staff."

@1505grandad oh yes...such wonderful statements in the KADOE contract but meaningless when no-one is prepared to ensure the customer and their workforce are actually taking the required steps as stated. The DVLA seem to think writing high standards of practice is enough to achieve compliance.
