Heathrow T2 Drop Off Charge Apcoa
The Strangest thing just happened.. To cut a long story short the I got a PCN from APCOA as the registered keeper for the driver not paying the drop off charge. I have extensively researching on this forum and used the BLUE TEXT for the 1st post in the NEWBIES thread to make the initial appeal to APCOA.
I was then inclined to prepare the POPLA appeal as the rejection was certain but didn't get there in the end. This morning I have received their response to my appeal and immediately started drafting my POPLA appeal without reading anything apart from the subject of the email. When I opened the email and the attached letter to find the POPLA code, I couldn't find it so I started reading:
Dear xxx
PARKING CHARGE NOTICE NUMBER: xx
VEHICLE REGISTRATION: xx
CONTRAVENTION DATE: xx xx xxxx xx:xx
Thank you for your recent correspondence in relation to the above-mentioned Parking Charge Notice.
In your appeal you have explained that you are the registered keeper of the vehicle and declined the invitation to provide us with the full name and address of the driver.
On this occasion, we will waiver this PCN as a goodwill gesture, but must inform you that the terms and conditions in this location advise the driver that they must pay for each visit to the site. Signage is displayed at the approach to this drop off area, along the location and upon exit, advising all motorists that a payment to use the drop off area is required to be made online or by phone. As stated above, the terms and conditions of using the drop-off zones are displayed by way of clear signage. It is the responsibility of the motorist to read and comply with the signage on site.

Riddle me this?! Has any of the regulars come across with this before? Could it be that they now know that after that very familiar appeal wording comes POPLA after which they'll have no choice but to drop it and they save the hassle and time for everyone?

Yep, we see this a lot and that's the beauty of the template appeal. They recognise it and give up as they know they'd lose at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I wish they would get up to speed with their use of grammar! Waiver in the way they are using it is a NOUN and what they want is waive - a VERB! Perhaps I should send them a PCN - persistently corrected noun. I am not having a go at the OP, assuming you copied it correctly, as I am sure you did, having seen this same mistake several times.3

Always makes me laugh when PPCs use the word 'waiver'. Old Trevor Whitehouse of ANPR Ltd used to use that word in his 'rejection letters'.
Can't they employ someone who can write a grammatically correct sentence? Looks so unprofessional...suits the industry down to the ground.

Hi, APCOA sent me a second letter showing that the driver of my vehicle entered the drop zone three time. It was the first time the drive used the zone and was confused with the unclear information upon entry from the traffic. According to the driver the two time the driver entered the zone the driver didn't stop but drove through without dropping off. It was the third time the driver did dropped off. However in the first PCN letter received from APCOA they didn't mentioned anything about entering the zone 3 times.
I will like to know if BPA grace period of 10min applied to Heathrow T2 Drop off Zone.

I will like to know if BPA grace period of 10min applied to Heathrow T2 Drop off Zone.Nope, but the consideration period of at least 5 minutes does, and a requirement to show the car actually stopped and used the facility because you can't issue a parking charge for driving in and out.
You need to reply on your own thread, as I believe you are at POPLA stage and just need to copy an APCOA Heathrow POPLA appeal, by searching for one.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
