Why would having a smart meter prevent you switching? A SMETS2 meter will still be smart after you switch. An older SMET1 may not be, but they're no longer fitted.
At the worst, the smart meter goes dumb, but you tsill have a working meter.
You seems to be confusing 'fixed rate' with 'single rate'. You can have an E7 tariff (dual rate) with a fixed rate tariff.
If you are already on a single rate fix, all that will happen at it's end is that you will default to an SVT single rate (variable).
