I'm sure the problem is that the OP thinks he has paid for the whole two years but now - having completed year 1 - he's being told he has to pay "again" for year 2, and he just wants to be able to complete year 2 without making an additional payment rather than getting a refund for year 1
If the "Key Facts" were presented in the same way last year as the OP has posted above, I would definitely be arguing with the course provider that their key facts were clearly and blatantly misleading. You need to give people what you signed up to at the time, not what it says now for anyone to be able to help you.
Surely when you signed up to the course you must have been directed to their T&Cs? (Even if those T&Cs weren't in a durable format or otherwise weren't compliant with consumer legislation).

Yes that’s the site as per above. Spoke on the phone to them now and they’ve said it is per year0

I think the issue is that in education they are so used to pricing per year that it is "obvious" to them but in reality they havn't been clear at all on the website.

I'd be inclined to ask them where it is made clear that the £3950 (or whatever) is an annual fee for a two year course and not the total fee. In particular, where was it made clear last year.
Are you absolutely certain that you have no paperwork whatsoever* relating to the T&Cs (specifically the fees) apart for a receipt?
I'd be inclined to ask them what evidence they have that you signed up for this, but I suspect they'd point to a box you had ticked during the application process* saying you had read, and were agreeing to, the T&Cs.
I'd consider making a formal complaint - so long as you make it clear that the solution you want is to be able to complete year 2 at no additional cost, and NOT to be refunded for year 1 if you won't get any academic credit for it
*I think you have probably genuinely been misled by their presentation of their "Key Facts". But as you say you have no paperwork at all which would support your case, then I suspect you'll get nowhere. It's up to you how hard you want to fight this.
(And an important life lesson: Never sign up to anything without seeing and understanding all the paperwork and always check the T&Cs before paying for anything. And make sure you keep copies of everything if needed for future reference.)

Thanks for all you help an advice guys. Just really gutted now as It’s not something I can pay. The problem is I budgeted for that course as I brought my first house at the time of starting but now I have a mortgage to pay it’s put me in a horrible position where I’ve completed my first year and will have to withdraw from the second year.0

Their advert key facts states that is is that amount for a 2 year course, so that is what they should provide you.
