Hi guys, I did what you guys have suggested and here's an update.
Ok so MP and BPA have both responded back to my complaints. Savills unfortunately hasn't and I don't they will either.
Ok so MP basically just told me to appeal to POPLA and that whatever decision they make is final. I already did POPLA and lost long time ago. So that's no help as I still can't afford it.
I quoted the rules and stuff to BPA hoping they would help. This is what they have said:
"I can confirm that Highview Parking Limited is a member of our Approved Operator Scheme which means that they are required to adhere to our Code of Practice.Our role as an Accredited Trade Association is to investigate alleged breaches of our Code of Practice by members of our Approved Operator Scheme where evidence can be supplied and we are unable to become involved in individual ticket disputes or hear appeals.
Please be advised that when a Parking Charge Notice is issued by a member of our Approved Operator Scheme, a motorist will have 28 days to appeal this via the operator's internal appeals procedure if they believe that it was issued either unfairly or incorrectly; the process should be outlined in the Parking Charge Notice. The operator has 35 days to respond.
If the appeal is rejected the operator should provide details on how to further appeal to the free and independent appeals service, POPLA. A further appeal is available via POPLA for 28 days following the operator rejecting the appeal. If you wish to challenge the charge, you will need to follow this process.Please note that the Private Parking Act 2019 is not currently being enforced. The single code will be implemented by 2024

So BPA can't help me either. Any advise on what to do next? The land operator hasn't responded and I don't think they will. So do I complain again to my MP and say I can't afford it? Maybe they might have a hardship fund for me somewhere, highly doubt it tho. Do I just borrow some money to pay it off? I don't want it to go to court in next few years if they do wish to proceed. At this point I just want to get it over with, without the charge increasing. I haven't heard anything back from them since the last letter dated 23 may 2022 asking for £170. But last time I thought I was in the clear (after not hearing back from them for a month) they increased if for me.
Any advise appreciated.

Try a polite reminder to Savills. Highview aren't going to rush to court, they might huff and puff about it, but you're a long way from there. Your financial situation counts for nothing I'm afraid, so it doesn't help pleading it.Please note, we are not a legal advice forum. Your MP is clueless. Vote for a different one next time you get the opportunity. I suggest you write back and ask them to forward your complaint to Neil O'Brien MP at the DLUHC, because he needs to know that BPA members are not following their trade association's instructions to start implement the forthcoming code of practice as a matter of urgency.
A PoPLA decision is not binding on the motorist so you are in ignore mode unless you get a letter before/of claim in the next six years. Come back here if that happens.

What was the specific complaint to the BPA because their reply doesn't appear to have addressed it and is a template.
I'd have replied saying no that's completely unhelpful template stiff about POPLA and there's been no attempt to address your complaint whatsoever. The. Remind them why you complained.
You won't be paying this, so no talking about not being able to afford it. And in fact court is what you DO want, if Savills won't cancel it. Court is where you win and the scam ends.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi guys, it's been a while...here's an update.
So I haven't heard back from highview parking since I ignored them and they stopped sending me letters around May time. I thought it's been dropped, however yesterday I received a debt collection letter for £170. Obviously I can't afford this and don't think it's justified, so how do I go about dropping this now before it goes to court?
I'm currently unemployed due to I'll health and I don't need this extra stress.
Any help appreciated.

In fact, her post is full of good stuff. Did you read any of it?

The problem is, if I continue to ignore them they might take me to court, I don't want to go to court. I've got a disability and can barely function nowadays so I don't want the extra stress. Is there any other way? Is ignoring them a guaranteed way for them to forget about it?

And I'm not sure court is what I want, like I said due to ill health and the fact that my car ran out of battery. How exactly do I prove that? When I had to wait for people to come and get it to jumpstart. Hence the parking fine. It's not like I got a receipt from a breakdown company.
