I had similar last year when selling a bike. It sold with very quick payment but no contact from the buyer who was 120 miles away. It was a nothing special bike sold for about £80. I checked their feedback and about a third stated no collection, timewaster. Mostly for bikes. I was very tempted to do nothing to see what happens and force their hand but wanted the bike out of the way so after a few weeks cancelled the sale and relisted. I contacted ebay about him but when last checked he was still doing the same, buying bikes then not collecting.
    OP, check their feedback.

That implies sellers routinely leave positive feedback for buyers not collecting, why build up lots of positive feedback for a serial non collector?

Because its the only option. I didn't want to leave a positive but typing AVOID or TIMEWASTER gets noticed by anyone willing to look. The fact there was other feedback stating he had done this before helped me move on to refunding rather than wait for them to act.

Ebay does nothing about this. He's got 86 followers, I'd suspect most of those are people he's messed about. He rarely sells so his feedback doesn't really matter to him.

I still don’t understand , in that instance buyer isn’t paying so instead of leaving positive feedback to bump up his score why not just do a cancellation for non payment (the new NPB system)? That way sellers like me who have set my options to stop serial non payers wouldn’t have them bidding . I’d rather they weren’t able to bid at all rather than get positive feedback which I almost certainly wouldn’t see anyway until it was too late.

It has been three days now and they have not responded to my emails.  So if I refund them now I will not pay any FVFs?
But it has been a 4 day Bank holiday.
Very true.  I will give it a couple of more days.  I thought they could respond to an email though.
They might have gone away for the bank holiday. Not everyone checks their emails when they are away.

Cancelling for non payment wasn't an option because he paid, he just fails to contact or collect. Others say the same.
From memory I'm set up to decline bids from non paying buyers as I suspect many others are. It doesn't appear to be working.

None of the positive feedback mention that buyer paid in fact there are these comments

Don't ever except a bid from this person as he has know intension of paying , should be band from E bay

This buyer, bid at the very close of the auction but did not pay or reply to repeated emails. feedback suggests they have done this a number of times to others.

Absolute time waster. Won the bid for my bike a week ago, and after ignoring my messages for several days, he claimed that he would pay out within a couple of days. Never did pay out and again ignored my message.

    Does not pay. Sellers beware

and so forth, he only needed 2 strikes  for non payment to be prevented from bidding on my items.

I admit it is harder if buyer does pay, as they have with the OP .

Buyer has contacted me today to say that he wants the item delivered despite the listing saying it is collection only. I had a feeling this was going to happen.  Lives miles away so has obviously made a mistake reading the listing.   Presumably if I do nothing he can open up an INR claim and win?
How do I refund without having to pay FVFs?

He paid when he bought from me then vanished. The feedback from others made it easier for me to decide he was a waste of time. Ebay should allow negative feedback for buyers as there is clearly a need.

My account is set to block buyers with 2 non paying strikes in the last 6 months, he wasn't prevented from buying from me.

Based on his feedback and his very limited sales how many of his 86 watchers do you think are happy customers waiting for another excellent buy? How many times has he done this when no feedback is left but non payment strikes have been made? The system clearly doesn't work.
